Cincinnati Council will vote Wednesday on a couple of modifications to the city’s ban on owning a dangerous or vicious dog. The changes will make it illegal to breed or sell such animals in the city. During discussion of the revision, the Law Committee learned the police department can only issue citations to people who have dangerous or vicious dogs. Assistant Police Chief Rick Janke says the SPCA will no longer take the dogs unless they appear aggressive or attack a person or another animal. The police department says many animal shelters don’t want to participate in the enforcement because non-aggressive dogs can be confiscated and eventually euthanized. At least one member believes Council is setting up the police department to fail when enforcing the law. Greg Harris says residents are seeing dangerous or vicious dogs on the streets and believe the police are ignoring the issue. But the dogs can’t be held because the city has no place to house them.
