This is a brief timeline that I recieved in an email from a friend/very active local...

On July 31, 2007, Councilman Cecil Thomas proposed a motion that provides for the training for Cincinnati Police Department Officers as individuals qualified to identify pit bulls.  Councilman Chris Monzel proposed a motion to encourage regular sweeps by the police department to identify vicious dogs to facilitate compliance with current Ohio and City laws.

At the September 2007, Law and Public Safety committee meeting, several people spoke against these motions.  At that meeting, Councilman Thomas developed a vicious dog task force.

On May 7, 2008, Councilman Thomas proposed an emergency ordinance to again train CPD to identify pit bulls and make changes to the administrative process.  This emergency ordinance was not presented to the vicious dog task force and a public hearing was not held.
 
On May 14, the emergency ordinance did not pass full council.  When an 'emergency ordinance' is proposed, it must pass full council by a 2/3 vote.  A 2/3 vote allows the 'emergency ordinance' to by-pass the typical route.  The typical route would be that an ordinance be, first, presented at a Law & Public Safety committee.  Second, a public hearing should be held for citizens to voice concerns.  

However, on May 20, 2008, Councilman Thomas proposed a revised emergency ordinance to the Law and Public Safety, a public hearing was conducted and it passed in committee.  The revised emergency ordinance then passed full council.

On June 2008, the vicious dog task force was reinstated to draft new legislation that encourages and/or mandates responsible dog ownership, and increases penalties for irresponsible dog ownership.

October 21, 2008:  The vicious dog task force sent in their recommendations.  The recommendations were sent to CPD and the administration for review

 Nov 2008:  CPD responds to task force recommendations.  They do NOT support a pit bull registration process.
 
Dec 2, 2008:  The vicious dog task force recommendations to be reviewed and voted on at the Law & Public Safety committee meeting at 2 pm
